A cotton terry top laminated to a thin polyurethane membrane. Liquid does not go through it; water vapour does, slowly, which is what makes it bearable to sleep on where the old rubber sheets were not. It is the protector for a child's bed, an older relative, a dog that gets on the bed, or a mattress you are not allowed to stain.
It is still warmer and less breathable than any protector without a membrane, and on a very hot night you will know it is there. The membrane also does not like heat: wash at 60 °C by all means, but line dry it, because a tumble dryer shortens its life to a year or two.
